we begin with a major earthquake triggered tsunami warnings across the south pacific tonight.

an 8.0 quake that centered in the solomon island about 50 miles west of the city of lata. there have been at least a dozen strong aftershocks. the pacific tsunami warning center measured waves as high as 3 feet. no reports of any major damage there. people in fiji and areas closer to the epicenter are told to head for higher ground. watches posted for parts of australia so. far, no word on whether any tsunamis have reached land. >> investigators are sifting through the rubble for clues in a deadly house fire. the flames were so intense the parents couldn't save their own children who were trapped inside. tonight, the community is coming together to help them keep going. erica gonzalez has the story from fred rimaryland. >> tonight their 8-year-old daughter remains in the hospital as the community comes together to try to do anything they can to help.

killed their son on the side of road in herndon in 2011. >> it's nexting. not looking at the road while you are driving a car. which turns into a weapon. >> the senate and house passed identical bills that would allow police to pull you over and write a ticket for texting while driving. it is already a primary offense in maryland and d.c. this woman says the change is necessary. >> i believe it is a good thing. i tell my kids not to. my son is 19. my daughter is 17. i try to tell them to keep the phone away. >> she admits to sometimes doing it. >> the new law would raise the fine from $20 to $250 for the first offense. $500. for the second offense. and a $500 mandatory minimum fine if a driver is charged with reckless driving as a result of texting. >> i see a lot of people texting and driving. i try to use, talk to text. if i feel the urge. >> i think -- that whatever we can do to stop people from doing

it the beltt ear of we are. >> the law isn't going into effect yet. the governor would have to sign night law. if he does it could go into effect, july 1. live, maryfield, virginia. shomari stone, news 4. >> new questions about the pun,ment for a 10-year-old boy in alexandria. suspended after bringing a toy gun to the elementary school this morning. they found the toy gun in his backpack. the boy was taken to juvenile detention center and released earlier tonight. >> the search continues for a 6-year-old girl from north tooes d.c. thought. to be with her mother and man wanted by the police. the girl's name, ariana, her father eric told news 4 today that ariana was last seen thursday with her mother who was visiting from arkansas. eric thinks the mother came here with her boyfriend, a man wanted in arkansas for a felony probation violation.

sometimes such gating you s si. at a sold out concert. multiple guys hit up our producer wearing a hidden america. even offering to escort him to his seats. >> it is illegal to sell, or even buy tickets on d.c. streets. something, alexis and gabby did not know. >> we are obsessed i guess you could say. >> these 15-year-old self proclaimed justin bieber fanatics gave a guy $500 for two tickets before his recent d.c. show started. until they tried to get inside the concert. >> she's like the tickets aren't real. they're counterfeit. >> distraught the teens approached a metro police department officer outside the center for help. something our cameras happened to catch that night. he was look no, i can't help you. that's illegal.

he is look i could arrest you right now for doing that. i was like there is people selling tickets all around the area. >> can you get in trouble for buying scalped tickets? >> you are not allowed to buy and sell in public space. >> not the appropriate answer for a 15-year-old girl who got ripped off. >> with officers on crowd control versus enforcement. she admits the officer approached should have taken action because scalping is a big problem. >> we send teams of officers out to -- to go after scalpers -- randomly. it is not at every single event. because i don't have the luxury. >> there is tons of cops. they weren't doing anything about it. >> we see the same thing at a recent hockey game. it is hard not to notice the scalpers hanging out on corners and metro exits. as we walk a single block, we are surrounded by not one. not two. but five different guys all at the same time.

cameras captured a close call for firefighters in southern washington state. working to put out a fire at an elementary school. a blast of heat and embers sent crews running for cover. nobody was seriously hurt. the cause of the fire is still under investigation. tonight the fbi has release nude photos after the hostage standoff in midland, alabama that went on for a week. news sources say a fire fight erupted when swat teams stormed the bunker yesterday. rescuing a 5-year-old boy named ethan. the kidnapper, jimmy lee dykes, was killed. two explosives were also found

near the scene. sources reveal the fbi got a camera inside the bunker and made their move when jimmy lee dykes began carrying a gun. little ethan is back with his family and will celebrate his 6th birthday tomorrow. new questions to night about the partial blackout during the super bowl. and among those questions are when did officials know there could be problems in the stadium. and, whether enough was done ahead of time to prevent any issues. jim handley with a few answers. >> reporter: jim tonight we are learning there were concerns about a power everload at the super dome months before sunday's big game. tests done on electrical feeders inside the stadium show decay and chance of failure. super dome engineers shared this information with the state back in october. in december the state spent close to $600,000 to upgrade those decaying lines. the nfl tonight says they were aware of the upgrades and right now doesn't appear sunday's

outage was connected to the repairs. another thing, officials ruled out today, beyonce's halftime show. she used her own generator because of power concerns during her rehearsals. plenty of power flowing through the streets today. tens of thousand showing up for the ravens' victory parade. the team made it from city hall to the bank stadium where there were so many fans, police had to close the gates. this afternoon, president obama called head coach john harbaugh to congratulate the team. and formally invite them to the white house. as the for next year's super bowl there, have been rumors floating around today there would not be a halftime show. the game will be held at met life stadium in east rutherford, new jersey. the first time a game will be held in an open-air arena in a cold weather climate. well today the nfl is debunking rumors. a spokesman called them erroneous. he says says there will be both a pregame and halftime show at met life stadium next year.

wind out of the north at 3 miles an hour. so we are calm. actually milder, than we normally are. 11:00 at night. middle of february. beginning of february. right now, storm team 4 radar showing a few showers. these are both of the snow variety and shower variety. we continue to see these moving across the region. we will continue to see these over the next few hours. these are very light. most of us won't see anything at all. will not amount to anything. you didn't have tu weo worry ab it. clipper system. many over the past couple days. continues across our region. as the it moves on out of here. something nice tomorrow. something we haven't seen a whole lot of. the clipper. future weather showing. going to see sunshine. not just of a little sunshine. i think tomorrow. plenty of sunshine. that will help boost temperatures up into the mid 40s for the most part. some of you, especially done to the south. make it to 50 again. tomorrow will be cooler. thursday. everybody on the cooler side. cloud move back in. the cloud move back in. they're moving out.

ahead of, our next storm system which is a coastal storm. going to watch the storm closely. if it stays further off the coast. not as big of a storm. further inland. could produce rain and maybe a lot of snow back toward the west. once again it this one will be one be are watching closely here at nbc 4. tomorrow morning. tomorrow afternoon. mostly sunny. belter day. temperatures, 42, to 46 degrees. ,000 not b not bad at all. next few days high of 43. 47 friday. good chance of rain. then the weekend. not bad. 44 on saturday. sunday. looking very nice with a high of 50 degrees. nice and mild. plenty of sunshine a nother chance of ran monday. once again, it is going to be friday we're watching. possible snow, ice. well to the west. especially on the onset of this storm. main low rain though for most of us. and once again, could be possibly heavy if it does take more inland look. so we will continue to watch that for you. right now. the biggest thing i want to show you is that weekend. because we need to see a good weekend around here.
